Under general supervision of the Transit Planning Manager, this position is technical, planning work requiring a good basic knowledge of the particular planning activity in which the employee is engaged. The incumbent may conduct system performance evaluations, monitor bus operations, and physically travels throughout the system service area to observe and record data. The incumbent may also provide varied research and data analysis, regional travel modeling, traffic analysis, and performance measures. Coordinates diverse elements or work processes and record keeping that requires a thorough knowledge of Agency and/or department procedures; and performs related duties as assigned.


This position supports the Planning Department in assisting with transit system planning, serves as a team leader coordinating the development of elements in scheduling for SunLine Transit Agency including research and analysis related to public transportation.

  • Supports the Planning Department in assisting with transit system planning, serves as a team leader coordinating the development of elements in scheduling.
  • Conducts research and analysis related to public transportation and SunLine’s fixed route system.
  • Identifies and evaluates transportation issues, potential strategies and measures.
  • Develops and evaluates alternative transportation solutions utilizing scenario planning.
  • Prepare various reports and research for various public meetings, committees, executives and board members.
  • Analyzes traffic and operating conditions, passengers loads, Automatic Passenger Count (APC) and Automatic Vehicle Locator (AVL) data.
  • Monitors and analyzes schedule adherence, running times, and other data to identify problems and determine is schedule or route changes are needed.
  • Works closely with the Transit Planning Analyst ensuring rules of MOU are met and followed in scheduling.
  • Evaluates system trip route connectivity and recommends changes where needed.
  • Examines materials produced such as headway sheets, paddles and rosters for discrepancies.
  • Assembles related statistical data and compiles reports.

  • Ability to lead team.


Possess a high school diploma, GED, or recognized equivalent. A valid California driver’s license is required. Copy of applicant’s driving record (H6) from the DMV will be required, as well as one year of verifiable experience in field data collection and reporting functions.

            Physical Demands

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending and occasional lifting (must be able to lift up to 25 pounds). Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Must be able operate a motor vehicle and to perform tasks involving manual dexterity, such as use of a computer and 10-key.

            Mental Demands

While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data and information; analyze and solve problems; observe and interpret situations; use math and mathematical reasoning; perform highly detailed work with interruptions and changing deadlines; and interact with Department Directors, employees, vendors, the public and others encountered in the course of work.
